UN Proposal for Approval - Hack preferred ;)

To The Most Glorious Hack:

Several months ago, you deleted a proposal of mine that had managed to reach quorum faster than I knew was possible. This particular proposal was deleted because "UN Proposals could not affect events on the forums." I was annoyed, debated it for a while, but eventually left it alone.

Well, I figured that if that was the only reason you deleted it, then surely it would get just as much support if I took out the bit about the forums. So, this draft has been re-written, and is now being put up for your approval. I would just like to make sure that the mod who ended this proposal's life last time allows it to live it's second life. :D :p

(Other mods, obviously you can approve it too (duh), but I really would like Hack's signature, if possible)

Olympic Games

Category: Unknown (Mods, if you could suggest something? I was thinking Furtherment of Dem., but I'm not sure...)

THE NATIONSTATES UNITED NATIONS, in order to increase international well-being and athletic competition, shall hereby resolve in the creation of an Olympic Games.

The Olympic Games (hereinafter referred to as "Games") shall be held every two years, alternating between Summer and Winter Games in such a way as that two consecutive Games of the same season are four years apart. Each Summer and Winter Games shall comprise of events representative of those seasons. In each, the sports shall be officiated according to the rules laid down by their respective international organizations.

The Games shall be hosted each year in a location that has not previously held the Games within the past four years. The Games shall be open to athletes from any UN Member Nation.

The winning competitor(s) of each event shall be awarded with a Gold Medal, bearing a design representative of both the ideals of the Games and the heritage of the location in which the Games are hosted. The second place competitor(s) shall be awarded a Silver Medal of the same design, an the third place competitor(s) shall be awarded a Bronze Medal of the same design. Each medal design shall be unique to that Games.

These Games are to promote international well-being and sportsmanship. Before competing, athletes are to swear by this creed:

"The most important thing in the Olympic Games is not to win but to take part just as the most important thing in life is not the triumph, but the struggle. The essential thing is not to have conquered, but to have fought well."

Any athlete found cheating, either by violating the rules or by use of performance-enhancing substances, shall be disqualified and stripped of their earned medals and any set records. Any athlete found missing any required drug testing must take another, or be disqualified.

To oversee the organization of these Games, the NSUN shall mandate the creation of an International Olympic Committee, whose duties shall include, but may not be limited to:

- Choosing the host location
- Choosing the medal design
- Choosing events to be played
- Organizing registration and qualification procedures
- Ensuring the fair and proper administration of these events
- Ensuring that all athletes maintain their creed and adhere to the rules of the Games at all times
- Providing adequate competition facilities, housing, security, transportation, training facilities, and neccessary anemities for the athletes participating, as well as their coaches and staff.

These Games shall be funded as needed by willful donations by the host location and participating nations.

Hm. Yes. The category certainly is tricky, as it doesn't really fit much of anything.

Oddly enough, I'm thinking 'Free Trade'. Furtherment of Democracy doesn't really work, as I don't see this as increasing democratic freedoms (China isn't allowing real voting just because they have the games, for example), however, having the Games is generally regarded as a major economic boom to the host country.

The rest of the Proposal looks good, the real question is just the category, like I said. I'm will to entertain arguments for or against my idea on the proper one.

Sounds like Free Trade would work... Hold on, I just typed up something on Proposal categories a few hours ago... let me check that.

Ok, Environmental is obviously out. Moral Decency too. Human Rights... doubt it. Free Trade, for the points you already gave. Social Justice, maybe. The resolution requires the host nation to provide adequate housing and healthcare for the athletes and their staff... theoretically, these facilities could be used later for the nation's citizens. Democracy, Stability, Gun Control, Security, Disarmament, Drug Use, none of them. But what about Gambling? You could argue that betting would take place about who would win each event... but then the proposal doesn't specify any betting. And it's obviously not a repeal.

So either Free Trade, Social Justice, or Gambling.

Due to lack of response over several days, I'm just going to submit this under "Free Trade; Mild" as was suggested.

Seems fair, though the Olympics usually involves a lot of government funding - not exactly in line with increasing economic freedoms - plus tends to result in economic losses rather than gains for the host nation.
