spamming rules

Okay, since I'm confused now...

I log into this puppet.
Read my region's messageboard.
See the following post:

2 hours ago The Italian Worker's Republic of Communist Italy I deklare war on the moon. My region is Galts Gulch.

Annoying, since afaik GG is a capitalist region, and I'm pretty sure this nation is from their ingame enemy. Our rgion has no dealings with either by my knowledge. So just a pointless post in my region telling lies. Trying to figure out where this nation is from, I follow it to another region, where the regional happenings were spammed by the founder:

105 minutes ago: The Dominion of Noel Furlong arrived from The Rejected Realms.
109 minutes ago: The People's Republic of Party Founder updated the World Factbook entry.
111 minutes ago: The People's Republic of Party Founder updated the World Factbook entry.
112 minutes ago: The People's Republic of Party Founder updated the World Factbook entry.
114 minutes ago: The People's Republic of Party Founder updated the World Factbook entry.
117 minutes ago: The People's Republic of Party Founder updated the World Factbook entry.
118 minutes ago: The People's Republic of Party Founder updated the World Factbook entry.
2 hours ago: The People's Republic of Party Founder updated the World Factbook entry.

So, I report this spamming (more spots were take, but a nation just moved through the region), and I get this reply:

NationStates Moderators
Received: 94 minutes ago Founders may spam the message board to clear messages, and updating a WFE over 20 minutes doesn't look like spam to me in any case. It looks like poor editing.

Now, I believe it was 12 minutes rather than 20, but that's hard to look up now. Also very poor editing if it takes this many slots, is this the birth of a new loophole?

Regional Happenings Spam: Going in and out of a region and hence filling up the regional events board with departing and arriving messages is known as Regional Happenings or Events Log Spamming and is not allowed. Use the Additional Information checkboxes on the Getting Help Page to capture abuses on the Regional Happenings. Warzones are exempt from this rule.

Regional Messageboard Spam: Spamming a regional messageboard. Only Founder nations may clear the spam. It helps if you clear it with messages saying '--clearing spam--' or something to avoid being accused of spamming yourself. (Delegates and other nations controlled by the Founder MAY NOT substitute for the founder. If your region has no active founder, you may NOT clear spam.) Nations who keep spamming a particular region are Griefers which is far more serious. Report RMS using the Getting Help Page.

On another note..reion had 27 nations at update, refounded, massive exodus, founder kicked..what?

I would presume the rule that makes a founder exempt from clearing spam from an RMB would also apply to a the RHL. Perhaps the previous person moved in and out several times, he wanted to clear it?

Anyway, I tend to agree with the telegram you got, I've had times where I wrote a WFE, didn't look right, redid it, still didn't, etc... you get the idea.

don't presume.

also, while clearing spam, founders need to point out this is indeed what they do.

I can understand bumping off adspam or long annoying or very offending spam, but replacing one normal bit of spam with another?

You're trying to create something out of nothing, in this case. Sometimes it takes a lot of fix-ups for your world factbook entry to become what you want it to be. Personally, I've done it before, and it took up a lot of space, because I wanted to test out some different ideas. It's nothing to worry about really, just that the Founder may have made a some mistakes, or maybe they didn't know much about the coding.
