Tis pretty hard to tell, given the amount of detail given. From my perspective, I would say leave it - unless any further discussion by this player / others turns a more 'Real-Life' based topic. As for now, I can just as easily read that as the player trying to conduct a survey on how they ought to Roleplay their nation.
Just my opinion.
