Actually, regarding this, where are the rules? As you pointed out, it should be obvious - and is obvious - but yet doesn't actually seem to be included in any of the TOS/General Rules. Clearly:
1. it may be covered under Jolt TOS - I haven't checked those;
2. it's obviously wrong anyway;
3. this (and indeed everything under the sun) - can be included the blanket heading of 'at the discretion of the Mods'.
Nonetheless, it seems strange that such spam isn't officially classified as such by the various rules collections. The fourth of the subset of forbidden links covers sites where the poster stands to make financial gain, which may have covered this case, but for just general websites, it doesn't really seem to have anything explicit.
To reiterate, I'm not suggesting there's a need for such a ruling, as it's very obvious, and few such spammers will survive long enough to complain. But am I missing some part of some ruling where it is obviously spelled out that threads created solely for advertising off-site resources are spam? (Past mod rulings have established this as the case, as far as I can see.)

If you're looking to buy banner space on Jolt, I would assume that you would have to get into contact with the Jolt Admins. This is their Contact link: Contact (http://forums.jolt.co.uk/sendmessage.php). Click on the "Admin Team" option, and ask them how you would go about doing so.
