The thread is spam, simply put. Posting things like this proves absolutely nothing.
What will be the cost of these weapons of mass destruction? A simple *money wired* will suffice. No actual money will be transfered and as soon as the money arrives the entire system will be set up. Including:
+1,000,000,000,000,000 ICBMs
+1.000 launch towers (Because they look cooler than missile silos)
+1,000,000,000^2345 bio warheads
+3 packets of wizfiz
If it were an actual program, I would have left it open, but it isn't.

I don't want to be a pain, but the original version of this was left open purely for humour purposes.
