I think you get that if you are judged to be harrasing someone. I think it's just when someone doesnt reply to your TG's, and you keep sending them. Don't worry about it, I doubt there is any 'official' action anyway.

Tough question. I don't have a ready answer, except to tell you that mass-mailing Eurocentric regions is probably not the way to go. People don't like spam, but they might respond if you tried other methods.

Instead of sending dozens or hundreds of emails, I'd start with a few short lines for posting on a region's messageboard. "My region is organizing $event for European-themed regions. Interested? See forum thread $link in Gameplay for more details, or TG me!"

The EUlympics are held in the region Stadion Benelux. If DS posts in the CHQ asking for participants, someone might report him for posting recruitment messages in non-feeder regions.

Or maybe telegramming the founders/delegates of the EU regions, asking if they want to bring it to their region's attention? And indeed, make a thread in gameplay if you haven't yet?

IMO, seeing the ads he was sending seemed to be masked regional adverts. They should seem less so like that, and make clear that that was not the intention.

Yeah, put a message on a board would be a LOT easier, but but also a lot less 'appreciated'. :(

I only sne done tg a person (make my workk harder why don't you ;)). No need to send multiple. I made have send several to one player, but not to one nation. There were two cases where I doubted if I sent it already, in which case I excused if the person got it twice.
Hmmmm, there was one guy who replied negative and I did sent two messages back. I made have made a mistake their, but I seemed to me the person wasn't so bothered by it.

I've seen regions with an inactive delegate and active players, the message wouldn't came trough if I just send it to them.

NO, I'll make this clear, this is NOT recruitment, just a temperory game (for UN nations or puppets, it's all good, but I expect puppets) if I wanted to make my region bigger I wouldn't send none-competing nations away.

I prefer telegrams, it's harder, but it reaches just the persons you want and is the only guiranteed way to communicate with the different types of NS players.
