Received on July 27:
As I am still without a permanent address or my own Internet access, I am not actively administrating the game right now.

-- which would suggest that if you want urgent action, you'd be better off with the admin address.
However, make sure you've checked every other avenue first. I know this is obvious and you've probably already done it, but ... have you tried Getting Help (http://www.nationstates.net/cgi-bin/index.cgi/-1/page=help)? There's an option there called "Other:Response to Moderator".
There's also a warning in red, which, of course, after a year on NS, I noticed only a week ago:You will not get a response if you send your help request to the wrong place.
*Begins laboriously writing: I must read the stickies first. I must read the stickies first. I must ...*

Ulp. I hadn't read what was going on elsewhere in the forum when I posted. It's none of my business why you want those addresses, Rotovia-, but please remember that what people say about marriage also applies to posting: Do it in haste, repent it at leisure.
I guess that's what I'm now doing.

Apologies to my new colleague, but emailing the admins is not the first step in the appeals process.
For forum problems, you should start on the forums, preferably in the same thread where the original ruling was handed down. Asking for a second opinion is permitted. An exception to this is a forumban - that must be made via Getting Help to avoid breaking forumban.
For game problems, Getting Help is your first choice. You may ask for a review of moderation decisions. If there are also forum issues, include links to the theads. Game rulings are logged by the mods (and reported semi-anonymously), so we know who made the original ruling and will pass it to another Game Mod or panel of GMs and Senior GMs.
If you bypass this process and go directly to one of the admins, they often toss it back at us to resolve. Remember, these are the people who code the game. They don't always (or often) read the forums, and generally don't want to have to research every disputed warning or ban that comes along.
For cases where there is a genuine conflict between moderators and players, an admin may choose to intercede. I've seen perhaps six or seven of these since being modded in Feb 05. Admins DO have other things to do, and they appointed us to handle the petty details of day-to-day administration. Please don't abuse the privilege.
