Actually I'm going to disagree with your opinion.
Without having checked to see how many endorsements that nation has, it sounds to me as if he / she is asking for enough nations (2) move to his or her reason specifically so he / she may then submit a proposal to the UN.
Whether or not this is the truth *now* may not reflect how many endorsements he / she had when he / she posted the request. In the past, the moderators have actually allowed posts requesting moving to a region with the goal of working together on UN proposals to be an acceptable UN forum post.
Granted, my opinion means as much as yours, but the post looked to me as though somebody really is just wanting get two endorsements so they can participate in the UN (even if it is about repeals ... which I personally tend to frown upon).

It started as a misplaced request for endorsements, and the original poster hasn't been back. The guy isn't trying to build his region, he just want to repeal a resolution. It reads like a request for UN power to me, not a regional ad. It's not hurting anything where it is.
Okay, just wanted to check. Probably had the last few regional ads in mind when I read the post.
