Does anyone know WHERE on the NationStates website the rules are posted that people are only allowed to recrute in The Pacifics and the RR?

That would be here (http://forums.jolt.co.uk/showthread.php?t=416023). I realise it may be out of the way for players who don't visit the forums, and I think we do have plans in the works to get them onto the site itself in some shape or form, but for now that's where they are.
