Okay, I can't find the rule that says whether or not I can do this

I've looked, but there are too many damn stickies all over the place for me to find a simple rule about whether or not I can post a thread about this.

Basically, I want to ask people in General about help with what to do to a BitTorrent PS2 game file after I've downloaded it.

Is that acceptable? And where the heck ARE the basic rules of General? Not just Fris' rambling about no word games or copycat threads, he's made that pretty clear.
