I think you only get a warning for first-offense spamming. I could be mistaken, though.

It depends on the nature of the spamming. If you went and posted on every region's civil headquarters, it would be considered spam even if they are your allies. This was ruled on a few months back... I can't find it right now though, so, if anybody has the ruling and it's relevant it would be a nice addition.
However, if you sent a telegram to the leader of each region, and they didn't report it. Chances are, the only way the moderators would know about it is because you just admitted it.

That, or if he happened to send TGs to them directly, advertising his RP racing game on an offsite regional forum ... which he did in at least one case.
If we get complaints, a Game Mod will deal with you. For now, I ain't complaining ... or racing.
