I've shifted the second one; however, reading the first one it seems to me that he's asking people for money to wipe out his national animal. That's clearly roleplay, and belongs in NationStates. If he'd been asking what options to pick to wipe out his national animal, then that would be a matter for Gameplay. It's just where it needs to be right now.
