Using an over-the-counter decongestant in combination with caffiene-laden beverages may be silly and potentially dangerous, but so is skydiving or jaywalking, and people do both of those.
We're not in the habit of wrapping people in cotton wool and protecting them away from life experiences - for one thing, we lack the sort of omnipresent enforcement to make it possible.
In short: no, we're not going to do anything about it. It's completely outside our purview as Moderators.

There are tons of legal substances that can be used to get high or intoxicated. Say, if I explain that if you sniff the junk sprayed on metal plates to coat them makes you kind of high, it's not illegal to say so. However, if you explain the process of making pills that give the same effect, you are in gross violation of the law.
Common sense.

If the process is under patent/copyright it would be. Kind of like giving away a restaurant's secret sauce, typically, those who do can be sued.

I was think more along the lines of threads I've seen closed for providing recipies for napalm and such. I figured this would fit under such dangerous chemicals.
Perhapse exactly what is allowed along these lines should be clarified.
Anyway, like I said originally, I wasn't sure if it was bad enough to be closed, but thought it might be, and thus the OP. If the mods think it's OK, I have no complaints. :)

At the risk of turning this into a debate which probably better belongs in General: making illegal drugs is (obviously) illegal, but publishing or distributing the information on how to do so is not.
