As incredibily pointless as it seems, both principal combatants seem to be "roleplaying" consensually. I'd say it qualifies as "freeform", and it hasn't totally degenrated into flaming, just random accusations of godmodding, which isn't quite the same thing. I'll keep an eye on it, but for now it's not really actionable.
Why couldn't these folks have picked a different flying game disc to name their nation after? Lawd-a-mercy.
