Thread lock justifiable?

I’m sorry but when a moderator locks a thread in mid debate that just screams abuse of power. I would appreciate an analysis of GMC Military Arms response from another moderator, or perhaps a more polite answer in terms of my question, after all I have yet to hear any sound reason against it apart from sarcastic condemnation.

More RP forums has been brought up numerous times and has been denied numerous times. The site administrator and the owner do not want more RP forums. It's not going to happen.
