Is http://forums.jolt.co.uk/showthread.php?t=420159 a new discussion or simply a continuation of the discussion in the official "AT VOTE" thread on the UN forum? I'm asking more since past rulings lead me to believe that resolutions at vote should be discussed only in the "AT VOTE" thread. Thank you for any insight into this.

The thread itself is about a proposed repeal. I don't see a problem with leaving it open.
