There are alot of Cool stuff out there on the Web and many times people go hunting the forums for previously posted links.

can we place a Locked Sticky that is nothing but Links that are posted on the tread? If you want, I can go hunting for tall the links in general with breif discriptions of the link.

I don't see us making such a sticky. NationStates stickies are for NationStates-related materials. If you like a thread that has interesting links, use the Jolt Subscribe feature to bookmark it.
