Can you only recruit people from the Pacifics? Because that is what Cuba told our UN delegate.
I believe that posting recruitment messages in non-Pacific message boards is considered to be spam. I have no idea about telegrams, however. Either way, if you see someone in a non-Pacific region, chances are he/she already likes their region or has a reason for being there, so your chances for attracting them will be slim.
On another note, this belongs in the Gameplay or the Moderation sections.

AdSpam: Spamming other people's regional messageboards with adverts for your region. The only places where you are allowed to put advertisements are the Gameplay forum or the regional messageboards of the feeder regions (The Pacifics, Lazarus, and The Rejected Realms) and official Warzones. And even then, don't over-do it. One ad per region (NOT per posting nation) in any 24-hour period is the rule. The same rules apply to sending advertisement telegrams to nations not residing in a feeder region: don't do it. Report AdSpam using the Getting Help Page.
So yeah... I'd think only feeders need apply
