Sorry if I've missed this, but what is the best way to ensure that a UN proposal one wants to submit will be considered acceptable (without submitting it and getting slapped, that is)?

I believe people have brought proposals before the mods to be checked before submitting them in the past.
Is that typically done here (Moderation), by TG, or by e-mail?

The best place to get something vetted is in the UN Forum, with the UN regulars. Once they've had a go at it, you can post a link to the topic here, and a UN mod may drop by for a look-see after arguments have been made.
There are dozens of new proposals daily. We don't have time to vet them all. UN posters love that sort of thing, and if you need an official opinion after that, we'll do what we can.
Under NO circumstances should you send such requests by telegram or email.
