As you probably know, I do a lot of endorsement-swapping. Normally, a representative of my region's military wing recruits for said military organization from the list of the people who have endorsed me.
The person who usually does this is not on much and our organization needs new members, so would it be spamming for me to send advertising to these people, given that I've already sent them an endorsement-swap message?
