Though the debate was limited, that could be due to the fact that the server was done for a while Friday and that the resolution passed with approximately 81% of the votes being cast in favour.
In any event, the adoption of the 100th resolution (since resolutions have been moved to a numbering system) is certainly a historic event in NationStates, and I'd like to suggest that the debate thread for this resolution be archived:

Besides, it is rare that a NS UN thread is archived. :)
That thread contains links to __all__ of the proposal draft discussions on the NationStates forums as well, as this resolution was originally created back in Jan. 2005.
