How long does it take for an automatically deleted nation's name to become available again?

It doesn't. Once a names been used, thats it. No one else can have it.

I heard something about the mods releasing the names after the nation in question have been DEATed for 18 months... Mods, is this true?

Yes, but there were some problems with it (I thought it stood in the News section).

There are currently some problems with full implementation ...
Any nation that dies from in-activity over 18 months ago will eventually become available for re-registration by any user as a new account. No nations deat'd for rule breaking will be available again, though.
Currently, only several test accounts have been made thanks to the new code, etc, by the Senior Game Staff.
I've no information when the actual full implementation might be.

That's not entirely accurate. Some nations that weren't deleted will still be unavailable. You can't step into a proposal or issue author's shoes and take credit for his abandoned work. And don't even think about getting Maxtopia.
