Question regarding forbidden actions

Maybe someone more experienced with the rules of NS can help me with some interpretation of the term "endorsement cap".
The regional government has set up a rule that no inhabitant of the region may receive more than 50 % endorsements than the delegate.
I have two objections.
First, I don't endorse myself. Endorsements are something I receive from other players. There is very little I could do about it, even if I wanted. If they endorse my nation, I get deleted.
Second: UN resolutions are a relevant part of the game. (imho). The more endorsements my nation has, the more influence I have on the outcome of an UN decision. If I'm not allowed to increase my -completely legal by UN rules - numbers of votes in a UN resolution proposal, I suffer a disadvantage to other players/nations.

So, is an "endorsement cap" legal by NS rules or is it a possible rules violation?

Before I file a formal complaint, I'd like to know some profound opinion from the well-informed and respected paticipants in this forum.

This is only true if you are the delegate. If you had 499 endorsements and the delegate had 500, you would receive one UN vote and the delegate would receive 501. The only non-delegacy endorsement rule that I'm aware of is the requirement to have two endorsements to submit a proposal or repeal. Aprat from that, it's a popularity contest.

As to regional politics, NS Moderators do not interfere with how the regions are run as long as they don't break site rules. Endorsement caps are not against the rules. Dictatorial, yes; but not illegal.

My nation resides in a region where you are only allowed to endorse two people, the current delegate, and one other person that doesn't have two endorsements yet. Each region comes up with their own rules for that aspect of the game, mostly because they don't want any 'uprisings' within the region.

True, but with this rule in place, all the nations within the region should know about it, and know not to endorse specific people who are gaining endorsements, and approaching that 50% mark.

It doesn't matter how many endorsements you have if you aren't the UN delegate. You'll still have one vote.

The endorsement cap, to my knowledge is of neither. There are no official rules to the way that each region is run, and it isn't a rules violation. Each region is allowed to create these kinds of rules for the benefit of their region.

this endorsement cap is only invented by your delegate, it's not an offcial rule. worst thing that could happen if you break that rule, is that the delegate kicks you from the region. so...feel free to gather endorsements if you feel adventurous :D

Move to a new region if you don't like it. That's why you should find a region that is best suited for your nation.
