The nation was deleted because it was a reincarnation of a Delete-on-Sight player. The content was extreme trolling, but was ultimately irrelevant. DoS means DoS, even if the nation in question is posting nothing but cheery thoughts.
Edit: Clarification - the name was totally irrelevant to this decision. You don't have to be pro-American to post on this board ... a self-evident fact to anyone who has ever read General.
with all these DoS nations sneaking back in... I'm curious as to who is on the DoS list... perhaps a NS Most Wanted or even a Thread of Shame... have it stickied and closed so that only the Mods can add/subtract name on it...
If it included their offense, it can also serve as a warning to others... Thoughts and Opinions?

There isn't (and almost certainly won't) be a public thread of that type, at least not one maintained by Moderation. We have no desire to encourage players to force updates to such a list by publicly breaking rules, or gloating that they somehow failed to make the list despite their offences.
There is a player-maintained list at NSwiki, the Hall of Ex-Nations (http://ns.goobergunch.net/wiki/index.php/Hall_of_Ex-Nations). You should be able to gather all the information you wish from that.
