Kicking out a native to refound the region?
If I'm not mistaken, isn't it against the rules to kick out a native (21 days inactive) in order to re-found a region? Wouldn't that be classified as greifing? Or can invaders legally do this?

Hmmm...that's one of my boys. I think I can explain.
First of all, that region about died a long time ago and were allied with us. We came in and revived the region (no founder but we got it up and running and bustling again.) Well, we left them alone and soon enough (again) they died one by one by inactivity. That nation still left there is one of our guys who I guess doesn't play anymore or doesn't log on to that nation. There is nothing wrong with kicking him out and (of course) letting him back in ( that is, IF he ever logs back in). We are communists, that region is named communism, we revived the region a while back, and now in order to secure it from enemies (probably from you I'm guessing) we will refound it so that it will have a founder. We've revived lots of regions and that has been a hard one, we are just gonna do it the right way this time. I don't know what your motives are by telling the mods this, but obviously you want Comrade Martin to be deleted or something, and that's malicious. These are our regions, we can eject one inactive nation who was one of our friends in order to refound the region. I'm not a mod however, so everything I said was probably a waste of breath, but that person and that region are nations/regions I've dealt a lot with.

i think you need to read up the invasion rules...
this guy who stayed, i think, would be classed as a native. kicking him out will get your boys deleted for griefing, usually.
this region isn't yours, you are not a native. also, only founders can kick how many nations they want, delegates (and certainly invader delegates) need to follow rules.

Hmmm...that nation there is not a native...YES I suppose he's been there for a little while, but he is actually a nazi spy/saboteur. I know that would be hard to prove but he's there JUST so that we are unable to refound the nation. I think he's there because he knows we can't kick him out. What do we do about this? How does a nation become "native?" I'm sorry if this is stated in the rules somewhere...but I think that H2K2 is also a nazi who doesn't want us to refound the region....

The applicable precedent in this case is In re Mercia, in which it was ruled that the Delegate (Spoffin), even though both a native and an Internally-Elected Delegate, could not eject inactive natives in order to refound the region, as this would be ejecting 100% of the natives in violation of NationStates rules.
However, note that Mercia was eventually refounded by Spoffin (under the puppet -Mercia-, and it seems to have been refounded by Blue Moon in the last few $timeperiods) by waiting for the inactive nations to die a natural death. Also, internally-elected delegates can eject and ban non-natives at any time.
I'm not going to comment on the nativity of any nations in the region "Communism".
Note: Any comment by a moderator in this situation supercedes my comments on this matter.

You cannot 'become' a native in a sense. The moderators decide whether you are one or not. You are not a native if you intend to cause harm to the region you are in or if you plan to invade it, etc...
