As far as I know, yes. I am fairly sure I have seen nations with said symbol.
Assuming I have the right symbol:

I believe that the only forbidden symbol is the swastika.

As far as I know... anything but "obscene" (IE, violence or nudity) or the swaztika are permitted.
The SS then by that logic would be. If not... 3/4 of the nazi regions would all be deleted now.

2) He (Max) has not come down on other symbols purloined by hate groups (Klan crosses, triskelions, SS thunderbolts, SS totenkopfs, fyflots, etc.),
