Is there rules against instigation?
Because there is a nation(s) that has been instigating other less experienced nations, like myself, into retaliating against him. Then he reports them to the Mods like a tattletale.
It's like a bully teasing a kid, the kid hits the bully, but the bully rats out the kid to the dean and the innocent kid gets in trouble instead of the bully.
