There's nothing to negotiate. You follow the rules here, or moderators take action. It's that simple. Mods also don't work via telegram as a rule. The offense took place in public, and the discussion will take place in public too. That's how it works here.

I suggest you create your own webpage, then.

This webspace belongs to Max Barry, and he's made it very clear that pretty much anyone can disagree with pretty much anything on pretty much any subject. If you can't live within those rules, sorry. That's how it works here.

I assume you mean "rogue" in which case, thats wrong. If you feel Fris, or any other mod has ruled unfairly, you can send a message to Max at admin@nationstates.net I think, and he will look at the decision. In this case though, Fris is right. Why should you be given rights over anyone else?
