Question About Delegate Powers

My region, Union of Independent States, has a relatively sophisticated judicial committee. If we find that someone has broken one of our regions rules (as stated in our constitution) but has not violated an official NationStates rule, would it be legal to force that nation to resign from the UN, by telling them that if they don't resign we will eject them and ban them from the region? Is it also legal to state this in our constitution?

An Internally-Elected Delegate may permanently ban any particular native from the region for any reason they plase, but may not mass-eject natives. Thus, if someONE violates your player-created rules, then you can eject-and-ban them (and you can state this in your player-created constitution). If a great many natives violate your player-created rules, though, then no, you cannot eject all of them.

The story changes if the Delegate is an Invader Delegate.

In any event, make sure that it is clear to everyone that your player-created constitution is distinct from, but in compliance with, NationStates rules.

Cogitation, is that an official or unofficial answer? What makes it such?

That is an official answer. I am a NationStates Game Moderator; I am authorized to issue official answers and to issue official interpretations and rulings on NationStates rules.

Just to reiterate: Under NationStates rules, it is legal for an Internally-Elected Delegate to permanently eject-and-ban a small number of natives ("small" being relative to the number of natives in the region). We don't much care why a Delegate would do such a thing, but it is legal under NationStates rules.

I don't really care about what the rule is, I'm just very upset and very concerned with *how* the rule is made, and how rules are made in general. See my other thread on this subject. As I recall, the motivation for having even "un-official" rules was to have some sort of predictability in the rules, something concrete to refer back to, and now all the mods such as yourself are saying that those are not even unofficial rules because there is some other set of rules that you use that no one else knows where to find. There's no way to hold you or other mods accountable other than going to your supervisors.

Well, that's exactly what I'm doing. I've brought all of these concerns to the attention of your supervisors because I don't understand how you pretend to get away with sitting in your own judgement. i've documented my concerns to them and I await their response, and I expect to get one.

The official rules on invasions are here: http://www.forums.jolt.co.uk/showthread.php?t=301703

As for contacting my supervisors: I assume you E-mailed admin@nationstates.net and salusa@nationstates.net as that is the appropriate method for doing so.
