So instead of taking action against those Hijacking a Thread and asking them to cease and desist, in case the actual Issue being discussed in the Thread still had legitimate discussion to be had, it is allowed for others to disrupt it enough to close the Thread?

How does that work?

The Moderator condones Off-Topic posts and then closes the Thread for being Off-Topic...

Is it any wonder I have asked to have such behavior looked into?
