One could try to argue that the suggestion falls under the "malicious" clause and that it is a crudely-worded suggestion, at that. However, I'm of the opinion that this is a valid opinion on a subject regarding repeated petty theft and that the crude wording is very mild. Additionally, the suggestion is a course of action against someone who (to our knowledge) does not currently play, nor has ever played, NationStates.
No Moderator action will be taken. Complaint dismissed.
