Mods: A simple policy to clean up general.

I propose that in the interests of making general more tolerable, anyone who starts a thread that intends to make a pun on the title of another thread, or that is simply another thread with a word or two changed be banned for spamming.
A warning should be posted in general and aside from that no warnings given.

The publicized recent departures I think owe a lot to the trash that fills up general now.
