It seems that he created this poll, just so he could flame those who chose certain options on it. Kinda like baitflame, instead of flamebait.

Edit: Just for my own enlightenment, in case I run into similar cases, is the this behavior admissable or not?

It doesn't look like flamebait/trolling to me, as he doesn't seem to be posting merely to make people mad. It looks like religious debate. One could argue that "Cyrian space" is being a bit dense, but that's not a violation of NationStates rules.
