I'm not fully familiar with the standards and practices of Sport RP, but that post looks to me like a semi-IC post.
Is it whiny? Yeah.
Does it break any rules? Not that I can see.

Marligantis appears to have a good reason to complain and I thought the semi-IC thing was an ingenious way of doing it.
