Because this thread has ventured into Technical discussions (IMO) a Mod may want to split some posts off and move the split thread to Technical.

HR, the thread does really include a bit of NS2 talk, but really seems to focus on UN issues. While I agree that it isn't about roleplaying, I think the larger issue is the continued insistance of a minority of UN regulars that Max's NationStates FAQ implies that nations are not free to roleplay non-compliance with respect to UN resolutions.
It really is another "sovereign rights" vs. "global federalists" debate, and probably worth having in a forum where players interested in international politics will be exposed to ideas from both camps.

In-Game: All UN member nations must comply with passed UN resolutions. Statistical changes are forced upon all UN member nations. There are no exceptions. Thus, UN proposals may not have any cluases in the event of non-compliance because non-compliance is impossible.
In-Forums: Roleplay is not regulated (except to enforce the standard roleplay rules: no OOC flaming, no puppet abuse, no spam, et cetera). Any player may roleplay non-compliance with a UN resolution if they so choose. Keep in mind, however, that such roleplay has no bearing on the game mechanics or on the writing of any proposals that are to be submitted to the UN through the proposal submission screen.

Cog, I have a couple of questions for you.
1. Do the national stats have a representation of policy stances? (ie. prostitution = legal)
2. If so, do UN resolutions affect those stats?

If I may ...
It sounds like you are asking, does NationStates keep track of how we answer the issues. I was under the impression that the game is set up such that there are a series of variables (our stats) and in the Issues forum all of the major and minor stats are listed.
Issues can increase or decrease those stats, but the game doesn't keep track of how many times we get certain issues. So while I could legalize torture once, if I made an effort to make it illegal it, other governments would really only see the overall impact.
Perhaps that is a poor example, since I'm not sure what secondary stats the torture daily issue impacts (I hate it, so to no surprise Mikitivity constantly outlaws it -- though I felt tonight's Battlestar Galactica handled the subject well enough).
Perhaps in the next month I'll go through and index the issues into what categories they are and then cross reference the issues index with the UN resolution subject index sitting on the United Nations Association page. It would be nice to have a list of which resolutions bump into which daily issues.
I'd still be interested in hearing Cog's reply (I'm not trying to pre-empt it, just hopefully dig a bit more out of his brain). ;)
