This looks like nothing more than spam. This shouldnt really go anywhere because it has no real importance to the game.

Wait, he has got a point. How did the guy eject himself from the region, while on the banlist, then remove himself from it?

If he is the founder, it is possible. The founder have access to the Regional Control even when it's not in the region.
