Just a quick question,
Is it possible to request a nations IP be checked to ensure it is not a DOS nation?
I don't want to know the IP, I just want to know if it is possible for a moderator to compare it.

Yes, I'm pretty sure it's possible, but I don't know if they would tell you.

They don't have to tell me, if the nation is legitamate then nothing would happen, if it wasn't then it would get deleted.

Since you are suspicious about a player being a DoS, but you can't really have any hard evidence of this, do not put the players name on the public forum. Submit it through the Getting Help (http://www.nationstates.net/cgi-bin/index.cgi/95688/page=help) page. That assures an innocent player does not get slandered as being a rule breaker.
