Anti Pharisaism

I can only speculate as to the volume of time it takes being a moderator of this forum, and the headache that it entails- so much so that perhaps the voluntary position feels more like a job then a game. Therefore, I do not expect an immediate response, and if these questions are more demanding, complex, or stupid than you wish to deal with, a one sentence remark of that nature will be more than reasonable, and the subject wil be dropped.
The first qustion. On applicability of UN Resolutions: Do they merely affect the game mechanics of our NS statistics, or can the violation of a resolution or multiple resolutions result in reprimand such as having one's UN Status revoked? As the submission of joke proposals does.
The second question. On offsite forums UN violations that do not affect the game: To what extent is offsite activity monitored, and can actions conducted on off-site forums be considered UN Violations if it has no immediate impact to the game? For instance, if there is an off-site forum that acts as the main HQ for a region, and UN Violations occur on that off-site forum, can evidence of such violations be presented to the Moderators for action if those violations have no real impact to actual game. (Suspect no, and consider it moot, but have to ask for consistency of questions.)
The third question. On offsite forum violations that do affect the game: Can actions conducted on off-site be considered UN Violations if it has an impact to the game? For instance, if there is an off-site forum that acts as the Main HQ for a region, and UN violations occur on that off-site forum that have a direct result on gameplay, can evidence of those violations be presented to the Moderators for reprimand depending upon the severity of the violation?
By presentation of evidence I mean a copy of and link to evidence of the violation, and evidence of the act to actual gameplay. (So as to prevent such accusations from becoming time consuming.)
