My first locked thread! And I'm not even bitter!
Wow! Okay, I know it's happened to a few of you...but this is really and truly my first time. *bows head in shame*
Now, I have a question:
What are the steps mods can take to deal with flamebait and trolling...I mean, I know what some of them are, but what are the STEPS...How long can the bans be, and can someone be banned permanently, even if they register a new name? I'm curious...

Trolls can be fun. Some troll posts turn into entertaining threads. Why take action at all? If you don't like them, ignore them.

they can ban a IP but of course one can grab a IP and start up a new nation and then crap away.

No, I really didn't think that thread out, and didn't expect it to be locked. A few posts in though, my brain turned back on and I realised it was going to be a name-calling match:), so yes, I'm fine with it being turfed.
As for free speech, I agree the neos have a right to speak...I actually like that about NS. However, sometimes a certain one can get a little freaky and start threatening people...I think there should be consequences for that. Same with hijacking threads. Trolls can be fun. So can neos. But I'm just asking about how mods operate. You see, I'm trying to infiltrate them. I'm a superspy.

Well, I'll admit that came to mind...but I've seen other instances that kind of annoyed me, when it totally knocked a good discussion off the map. Bitter? No. I always forgive, BUT I NEVER FORGET....
and taking revenge doesn't mean I haven't forgiven...MUAHAHAHAAA!

First of all, you can relax. You don't come across to me as being the kind of person who deliberately stirs up trouble or the kind who thinks "I'll do what I like to do, rules be damned".
You do need to exercise a little more caution in knowing what will cause trouble (like asking "Who do you think is a troll on NationStates?"), but I don't think that I need to slap you to teach you caution. The proverbial "word to the wise" seems sufficient in your case.

If it's a mild offense, then an advisory will usually suffice. "That will be quite enough." "Cut it out." "Knock it off." This usually won't come to the notice of other Mods unless one particular Mod catches on that someone has been committing lots of numerous little offenses.
If it's more a more serious offense, but not terribly, terribly serious, then we usually issue an official warning. I, personally, always use that phrase, "Official warning", just to make it clear that someone is in trouble. What this usually means is that an official notation has been made somewhere that a particular player has started to become a troublemaker and other Mods need to be aware of this if that player offends again.
If a particular player accumulates enough official warnings in the forums, then we'll impose a forumban. Forumbans usually range from 3 to 14 days, depending upon a variety of things like the nature and severity of the most recent offense, the players past history, how evil, corrupt, and oppresive we're feeling at the moment, et cetera. This is generally to drive across the point that we don't like their behavior and we're mandating that their behavior change. We reserve the right to impose a permanent forumban or to impose a forumban longer than 2 weeks, but this has almost never been necessary (as we usually resort to deletion before this).
If a player circumvents the forumban with a puppet nation, or if the player breaks the rules again after a forumban, then we delete that players nation. Reincarnations of a rulebreaker are labeled as such when we notice them and are generally given less leeway than players who haven't lost a nation, before.
There are certain offenses that will get you banned or deleted right away, such as posting porn, threatening another NationStates player, impersonating a Moderator, I don't remember them all at the moment.
The above is, of course, all subject to Moderator judgment. We don't have to follow this prescription in all cases, and we'll do something different if we think it's a better approach.

If a thread drifts off-topic or gets deliberately hijacked, then we'll split off the off-topic posts. If it's a deliberate hijack, then we may issue a warning for that. If someones posts are inappropriate, we'll either delete the posts or, if there are a lot of bad posts, split them into a separate topic and then delete the split topic. If the thread itself started off as inappropriate, then we'll lock or delete the thread. If we've got two or more threads on the same subject, then we'll usually merge them.
Finally, if a thread is on the wrong board, we can move it. For example, this is a thread asking about NationStates Moderation policy. Hence, iMove http://assets.jolt.co.uk/forums/images/icons/icon2.gif "Moderation".

Strange we in the U.k actually have a conservative party. They just hate poor people and Foreigners, dont really have a cohesive idea what there doing.
