Yes, probably not nice, but then you, Asshelmetta, certainly did go out of your way to be what your name appears to suggest by 'launching a nuclear attack' in the UN forum at him, of all things, then continuing to bait him with 'I don't talk to ghosts' and 'his nation was destroyed by speaking lies' and the like.
Not at all proper behaviour, one might say. As pointed out previously in that thread, if you don't like the proposal, vote it down. If you have problems with it, debate it - don't toss nukes around like they're party favors and expect to be taken seriously. Things seemed to be fine until you kept on about it in a decidedly juvenile manner.
No, I'm not a moderator, but if I were, I would take a closer look at what encouraged the response, and perhaps have a little talk with both players about what is and is not appropriate behaviour.
Aaaaand ... it looks like Fris already more than took care of it. Sorry - was writing up this post as that happened, it seems.

As has been repeatedly pointed out to me in the UN forum, launching nukes at the author of a proposal you strongly disagree with is perfectly proper behavior.
and I said his nation was destroyed for speaking lies, not by speaking them. i hope. if that's not what i said, it's what i meant to say.

I've been posting in the UN Forum for over a year now, and I don't recall offhand any prior instances of nations launching nuclear attacks as the start of negotiations. Perhaps you'd quantify your remarks with a few links?

That wasn't negotiation, you're right.
Anti-smoking proposals get me really angry when I'm quitting.
I think the abuse and perversion of TPP went off very well, too.
I promise to do a serious TPP after I plug the holes in the current statute.

The UN in this game is... What you make it out to be. While you may or may not disagree on a personal level (as is your right) to new resolutions or proposals, you are still bound by them. As I mentioned, you have your right to your opinion, but so do they.
The UN Forum is for discussion of the topics, for good or bad. It is never once for roleplaying, that's for the Nationstates and International Incidents forum.
Lastly... If you don't like what the UN is doing, simply leave the UN. Nations do it in droves in disgust or in protest. You're entitled to it, but please remember everyone else is entitled as well.

NationStates tends more towards character-based roleplaying and sports roleplaying, though wars and battles are also fought there. Each topic there is its own separate roleplaying event: some standalone, others tying to one or more other threads, some as spin-offs or continuations of previous roleplays, etc. Such is the nature of free-form role play - even time itself is a variable. Entry into these roleplays is often more formalized: check the topic title and/or first post to see if it is an Invite RP or open to anyone. There may be both IC and OOC topics for a given roleplay. Make sure you're posting in the correct topic for your type of response.
International Incidents is the home to most wars and almost all of the storefronts. It is the designated home for Declarations of War, and consequently tends to attract a disproportionate number of newb and n00b declarations. International Incidents tends more towards military "strength versus strength" conflicts, though there are alliance formation topics, nation-based roleplay, spies, catastrophes, and plenty of other opportunities to interact. The roleplay rules from NationStates apply as well
Gameplay is one of the newest forums, and its purpose is least understood. There is a thorough explanation in Tactical Grace's What the Gameplay Forum is for topic, but in essence: Gameplay is about how players manipulate their nations and regions. There is no roleplaying aspect to the Gameplay forum at all.
The United Nations contains an element of roleplay, but often there will be a mixture of OOC comments mixed in with the purely diplomatic comments made IC. The UN is only semi-RP, and posts there are subject to more mod intervention for inappropriateness than in the other two RP forums. The UN Forum is limited to UN business in the context of the General Assembly: if a UN nation is discovered to be in violation of UN resolutions, challenges to that nation should move to NationStates or International Incidents.
The remaining seven are not roleplay at all. S'ok, though - Adejaani is flat wrong.

Also note that the degree of RPishness in the UN forum varies from player to player. For instance, I treat the UN forum as an RP forum just like NS or II, where all of my posts are In-Character unless I specifically say otherwise (also, the "[Lord] Michael Evif / Goobergunchian UN Ambassador" sigs are a dead giveaway). However, I'm one of the more extreme UN-RP-etiquette people, and most do not follow IC guidelines as strictly as I do.
(And yes, Lord Evif tends to be confused when people mention Real-Life places and events.)
