The thread was created by a n00b out for attention. You've certainly given him that. I hesitate to call it trolling (since it wasn't baiting anyone in particular for flaming) because it could have easily been ignored or otherwise handled with maturity. I do not blame LeeHarris for the responses people gave him.
However, the phrase "you pompous twat" probably deserves a word of caution from the Moderators. It's not nearly as bad as flaming can get, but that doesn't mean it should be ignored.
Otherwise, given the way people have been slamming him for his proposed idea of fun you can hardly complain because he slammed back. You could have just left him alone.

Okay, I don't have time to thoroughly review this right now, but these are my impressions at a glance:
The first thread was deleted by Hack because it was degenerating into a flame war.
The second thread was locked... I think on the grounds that players should not repost a locked or deleted topic without Moderator permission.
Beyond that, this mess is as clear as mud to me, so I'll have to talk to Hack about what's going on. I don't know if we have "rules" for "declaring war" because it's a standing policy that Moderators don't regulate roleplays. I don't know much more than that because the roleplay forums are a little out of my usual domain.

Its happening again!!! It happened to Sc; Broodwar now here to!! On broodwar all was fine and dandy until an outpour of noobs came in and just made Rping there a living hell. Now its happening to Ns to. Oh the cruelty!!
Again? NS has seen its share of n00bs before, and outlived all of them, two more aren't gonna bring this place down.

Declaring WHAR! on the entire world is old hat, and we've never allowed it. If he wants to be an insane dictator, there are plenty of acceptable ways to go about doing that. Declaring war on 120,000+ nations is not one of them.
