Deleting Nations

I can't find anything anywhere that says what you can do to get someone else's nation deleted.
I understand the a nation will die if it is unused for a month.
I understand the game admins and forum mods (are those the same?) can delete nations for gross violations of the rules.
I don't understand how Pilot got my first nation deleted when he RP'ed a massive nuclear attack.

yes same,
Warring Barbarians was deleted when i declared a war with all of Earth 2.
Elves United was deleted for no reason at all!

There is no Technical component to this question, as it is not possible for a nation to delete or request deletion of another nation. What is possible is for a nation to request verification of rulebreaking, which might result in the offending nation's deletion. Thus, iMove to Moderation.

Its not nessicerrily getting someones nation deleted. The mods send warnings too. And the only was you can try is if they do something against the rules. And there are 2 admins? or 3? and then games mods take care of teh game portion(Deleteing nations) and the Forum mods lock topics and move them and clean them up. And I dont know how it was deleted for an Rp attack. Getting help page (http://www.nationstates.net/cgi-bin/index.cgi/00262/page=help)

I wasn't complaining or asking for moderation.
It's just a part of game mechanics I don't understand.
Should I take the thread being moved to moderation as an indication that the way to get someone's nation deleted is to ask a moderator?
If that's the case, I'd like to know what criteria the moderators use to evaluate such a request.

They moved it because it was in the wrong place. And by fileing a getting help page you are sending a request to them.

There are only two ways for a nation to be deleted: rulebreaking and inactivity. There is no other game mechanics aspect to it.
Your nation can be deleted if the Moderation staff finds the rulebreaking egregious. Those definitions can be found elsewhere in this forum, so I'm not going to repeat them here.
The only role any other nation can play in your nation's deletion is saying, "hey Mods, I think nation X is doing this illegal thing ..." That's all they can do. The Mods investigate and decide based on the facts of the case, not the opinion of the requesting nation.
So ultimately your question must be, "Why was my nation deleted?" rather than "what criteria do the moderators use?" That's why I moved the topic.
