I am being impersonated by a nation called Royal Sel Appa. I received a weird telegram from them today. I think I know who it is...is this the right place to report this.

You might want to file a request on the Getting Help page.
Generally, impersonation involves a similar name, title, motto, currency, and/or animal. They will sometimes make posts or telegrams with an intent to comfuse other nations or make them believe that they are you.
If you do file a Getting Help report, include that telegram. DO NOT DELETE IT.

If you receive a telegram you want to report, you should never delete it; we need them for evidence. Without evidence we can't do anything, and your claim will be dismissed. So yes, it's a good thing you saved it.
After you've filed a Getting Help request, it may take a few days to get through to the attention of the Game Mods - the tasklist grows quite large at times.

Same thing happened to me last week. All solved now but he handed over the nation to me... It was deleted shortly there after :confused:
