This thread, started by the Hitler Jugend comes with the words "Finally something good is coming out of Russia" with regards to throwing out all Jews from Russia. The way he phrases it does seem remarkably like flamebait, and flaming.
Would it also go under advocating genocide? Advocating throwing all of a certain religion or race out of a country?

I think you're thinking of ethnic cleansing. Ethnic cleansing can include the forced movement of a group of people, among many other acts like sterilization, massed institutionalized rape, and outright genocide.

If advocating violence and murder is against forum rules, then THJ has broken them many times over.

There's a difference between 'I wish Bush was dead/The world would be better off if Bush was dead' and 'I'm going to kill Bush by shooting down Air Force One' or whatever. First one is fine, second one gets Jolt a phonecall from the CIA.

But is advocating killing people not allowed? If so then apparently he's done it many times. Personally I don't usually read his threads. If I want a comedy I'll rent one from the video store.

Actually, "All [insert group] should be shot" would probably be trolling.

"Threatening", as such, falls under two general categories (both of which risk deletion-without-warning):
Threatening another NationStates player and/or their friends and family. (Typically OOC, but if we think that the In-Character/Out-Of-Character distinction is being abused to disguise an OOC threat as an IC threat, then we will take action against you.)
Discussing you, yourself, killing people in real life. This could be anything as grandiose as "I will assassinate the President of the United States" to anything as mundane as "My f---ing annoying neighbor.... I'm gonna [insert vivid description of gruesome death here] and I'm gonna listen to him scream."

Advocating genocide falls more under the "malicious" clause than the "threatening" clause.
