Would it be legal for me to submit a UN Proposal that was written by someone else, if they gave me permission and I gave them credit?
They are not a UN member so they can't propose.
Also, is it legal to propose a replacement after a repeal has passed?

Im not even a member of the UN so I don't actually know, but I would think that if you have authority to submit a resolution then you can no matter where you got the idea. (Just make sure that you give the other person credit for their idea though)

That's been answered somewhere, probably in the announcement. No.
Repeals have no effect other than rolling back part of the previous effect. You have to create the replacement separately under normal proposal submission guidelines so that the effect is calculated correctly.

Correct.
Repeals proposals may not, under any circumstances, propose new legislation. No 2-for-1 deals.

I figured it might be worth pointing out:
You can propose to repeal the resolution entitled 'RBH' Replacement. That resolution was voted on before the current repeal system, and is the exception to the rule.
But all repeals need to focus on the arguments in favour of the repeal, new legislation should be discussed later.
