Sticky in the Archive

Is there really a need for a sticky in the Archive forum? (Ruling on Swastikas in Flags.) It is going to stay there forever, and why is that thread more important than any other in the Archive.
Putting a thread in the Archive is basically another way of permanently stickying (sp?) it, so why have a sticky?
[If I remember the structure of an archive forum correctly, the most recently added stuff usually goes near the top. I guess that the Ruling on Swastikas was controversial enough so that it was to be archived so it could always be easily referenced without people posting to it. It was a sticky when it was in Technical (or Moderation?), so I guess it retained it's sticky status when it was moved. --Felix (not a moderator)]

I would agree - in the UN forum there are various stickies, because they are things that people need to reference a lot of the time, or someone needs to be able to find them quickly, so they can give a link for them to someone else.
I guess this is a topic that might fall under that category?

It's stickied so that it's easy to find every time someone starts whining about how unfair the policy is.
