Gloating

For the mods who don't know, I recently had a problem with a certain nation who was warned because he was gloating about ignoring me. A third nation posted that bragging about ignoring someone was a bad thing to do, and I agreed with him, saying that it appears as if you get a warning for doing so. Cog then told me to be careful, for that comment could be considered gloating as well.

Now I respect the mods' word and whatnot, I'm just asking if there is an official ruling on what is and what isn't gloating at this point, or if the rule is still in its beginning stages. I would like to know what I'm not allowed to say.

"I'm ignoring you becasue I got tired with your posts" - might be okay. Beyond that, I have no clue.

I take definition 2 from Merriam-Webster OnLine (http://www.m-w.com):
gloat

2 : to observe or think about something with triumphant and often malicious satisfaction, gratification, or delight <gloat over an enemy's misfortune>
I paraphrase this to read: "to post in the forums, by telegram, by Civil Headquarters message, and/or by World Factbook Entry about something with triumphant and often malicious satisfaction, gratification, or delight"

Note the use of the word "malicious" in the definition of "gloating". Then recall that the NationStates Terms and Conditions explicitly prohibit the posting of "malicious" material.

If you're pleased at the misfortunes of another NationStates player, then keep it strictly to yourself.

Actually, it falls under both. I consider gloating to be a subset of flamebait. All gloating is flamebait, but not all flamebait is gloating. I define "flamebait" to be "directing comments at, and/or making comments about, another NationStates player with the purpose of provoking an angry reaction from that player."
