Even though I don't agree with it, it doesn't mean its flamebait. The author is trying to make a point, although with strong words.

He's trying to say "if" the president was like Saddam.. not that the president is like that. He's saying imagine if this was your situation. I personally think you're reading way too much into it.

I think the general accepted definition of flamebait is open provocation of other forum members. This isn't flamebait at all because (at least it seems to me) it doesn't refer to George Bush at all. However much you may want it to.
It asks you to imagine a hypothetical situation with a Saddam-like ruler in America and some powerful Arab nation coming in, invading, taking him out, and occupying. How would you feel? Flamebait? No.
No, its very strong, but it's not written just to troll, which is the definition of a flamebait. It was written to express an opinion that is voiced often and vocally in these forums
That refers to the leader of the country that got invaded, aka Saddam.

Seeing as how (to the best of our knowledge) George Bush doesn't have a nation on NationStates he is fair game for being called a 'stupid dictator that tries to control people and takes advantage of the workers'. (Leaving aside the hypothetical nature of the question).
