Legality of current resolution?

I sent in a Getting Help report about Illegal UN Proposals (again) last night... there were about 20 of them, sorry about the size.

The main thing I have a question about, however, is the very first one on that list. That entry read:

Fairness and Equality, by Cascadia Atlanticus - Shouldn't this be under Furtherment of Democracy? ALERT: Quorum reached.

Obviously, it's up to vote now, so either this got in too late or was ignored. I was wondering how this belongs in Human Rights. Yes, it does prevent human rights from being abused by the UN (supposedly), but it doesn't actually do anything to increase them. What it does do, however, is increase Political Freedoms by preventing discrimination by governments based on race, gender, etc. For example, UN nations would be required to allow all races and all genders to vote, by this resolution and by "Citizen Rule Required".

Also, while I did not notice this at the time, a member of the UN Old Guard brought up the point that this conflicts with an already passed resolution.

Description: Whereas, Freedom of Religion does not exist in all countries in the world. Whereas, Too many wars are started and fought because of religious differences.

Be it further resolved that the United Nations oppose all wars fought in the name of God and religion.

So a war based on religion breaks out anyway. The UN, by religious tolerance, would be required to say, "We oppose this war, it's based on religion." But, by the RaV, they would have to say "We are neutral to this war because we cannot be discriminatory towards or against said religion." So which is it?

Could I please have an official ruling? May I also request that only moderators/administrators respond to this thread?
