Yor second question doesn't make sense. The only regions with no previous founders are the 5 pacifics (The Pacific, and East, North :D , West, and South), and The Rejected Realms. There has never been and will never be a founder to those regions.
In very rare cases, a founder will be appointed. However, from experience, this is only in cases of a griefing invasion where the previous founder has died of inactivity or deletion.
To the first question: Native Del, no. Founder, no. Invading Delegate, YES. An invading delegate who does not give a password to banned nations will be considered griefing.

Actually there are other regions with no founder, and just a UN delegate.
The region Freedom only has a UN delegate no founder. I also believe the warzone regions lack founders, and only have a UN delegate.

Internally-elected Delegates don't have to give out the password.
An "Internally-Elected Delegate" is any Delegate who has enough native endorsements to stay Delegate without any invader support. The Delegate himself/herself need not be native.

Player-created regions that were created before circa May 2003 do not have Founders, and the game didn't track Founders until then.
